FY18 Mayor’s Budget Discussions – Sports Authority 03/14/17

>>I’D LIKE TO THANK ALL THREE OF YOU FOR SUPPORTING US AND BRINGING HIM ON, IT’S BEEN A GOOD YEAR ESPECIALLY THE NUMBERS AND REVENUES ARE UP, AND THE PROGRAMS ARE FUNCTIONING JUST LIKE WE HAD HOPED.>>GOOD TO HEAR IT.>>IN ADDITION TO OUR STAFF. WE HAVE OUR SUPPORTIVE FACILITY PARTNERS HERE FROM THE TITANS STEVE UNDERWOOD PRESIDENT AND CEO, OF THE TITANS, JANUARY 9TH KAUFMAN, CFO, BOB FLYNN VICE PRESIDENT OF GAME DAY OPERATION, AND FROM THE PREDATORS, WE HAVE SEAN HENRY PRESIDENT AND CEO, AND DAVID KELLS, AND I THINK THAT DOUG IS ON HIS WAY FROM THE SOUND.>>WE APPRECIATE IT.>>YOU’D LIKE TO THANK YOU FOR OUR FY 18 BUDGET. WE’RE ALWAYS EXCITED TO TALK ABOUT OUR SPORTS AND ENTERTAINMENT FACILITIES, WE KNOW HOW IMPORTANT THAT THEY ARE TO NASHVILLE RESIDENTS AND VISITORS, WE ALSO UNDERSTAND THAT WHEN WE KEEP OUR PUBLIC FACILITIES IN FIRST CLASS CONDITION, IT GIVES THE CITY AN OPPORTUNITY, ALONG WITH THE HELP OF OUR FACILITY PARTNERS AND NASHVILLE SPORTS COUNCIL TO BRING SOME WORLD CLASS EVENTS HERE. EVENTS LIKE THE ALL STAR’S GAME, THE WOMEN’S FOUR, THE MUSIC FESTIVAL. THE BASKETBALL TOURNAMENTS 9LAKE WE HAD THIS PAST WEEKEND, AND WE’RE ALSO LOOKING FORWARD TO THE GOLD CUP IN JULY. SO THE CARE AND MAINTENANCE OF OUR FACILITIES IS A CHARGE THAT WE TAKE SERIOUSLY. OUR CURRENT BUDGET IS $832,600. ALMOST 500,000 OF THAT IS ALLOCATED TO BUILDING INSURANCE FOR OUR FACILITIES. THIS YEAR, WE HAVE ONE OPERATING BUDGET REQUEST. AS THE OWNER OF NISSAN STADIUM, THE SPORTS AUTHORITY PAYS MOST OF THE STORM WATER FEES. WITH THE STORM WATERER USER FEES BEFORE METRO COUNCIL, WE ARE REQUESTING, AN ADDITIONAL $25,400 TO COVER OUR STORM WATER FEES FOR THE STADIUM. SHOULD THE USER FEES PASS, AND THE SCHEDULE BE AMENDED. WE DO NOT HAVE ANY CAPTAINS TO SUBMIT FOR THIS YEAR, HOWEVER AS YOU KNOW, BRIDGESTONE ARENA TURNED 20 YEARS OLD, AND NISSAN STADIUM IS NOT FAR BEHIND I THINK THAT OUR FACILITIES LOOK GREAT FOR THEIR ABLE, AND IT’S A REAL TESTAMENT TO THE COMMITMENT THAT THE CITIES HAS MADE OVER THE YEARS, WE WANTED TO BETTER UNDERSTAND THE CURRENT NEEDS OF THE BUILDINGS. THE SPORTS AUTHORITY THROUGH COMMONWEALTH DEVELOPMENT GROUP, ENGAGED A LOCAL GROUP, VENUE SOLUTIONS GROUP WHOSE EXPERTISE IS IN THE PERFORMANCE AND OPERATION OF PUBLIC ASSEMBLY FACILITIES. THIS FALL, THEY CAME IN AND PERFORMED A REAL COMPREHENSIVE ASSESSMENT OF BOTH FACILITIES LOOKING AT MAJOR SYSTEMS, MECHANICAL, PLUMBING ELECTRICAL. AUDIO VISUAL, VERT IAL TRANSPORT AND MORE. AND SO THAT REPORT IS BEING FEIGN LICENSED NOW AND WE EXPECT IT TO BE READ ANY TIME TO PRESENT TO THE SPORTS AUTHORITY AT OUR APRIL MEETING.>>GREAT.>>SO ONCE WE RECEIVE THE FINAL REPORT, WE’LL STUDY, WE’LL LOOK AT IT THOROUGHLY, AND WORK WITH THE ADMINISTRATION TO DEVELOP A PLAN. AND WE KNOW IT WILL TAKE SOME TIME, BUT OUR PLAN IS TO TAKE THE INFORMATION THAT WE RECEIVE, AND JUST BE VERY THOUGHTFUL AND STRATEGIC AND THEN HOPEFULLY PUT SOMETHING IN THE CAPITAL BUDGET FOR FY 19.>>TALIA.>>TALKING ABOUT THE PREDATORS PLAYOFF RUN, AND THE GREAT FREE AGENT SIGNING, BY THE TIGHTANCE, AND OPTIMISM FOR THE NEXT YEAR.>>IS KNOWNEXT YEAR.>>IS KNOW WHEN WE WERE TALKING THE BUDGET PROCESS, IT WAS WHETHER IT WOULD BE HELPFUL TO HAVE YOU COME AND SPEAK TO US, AND THE ANSWER IS ALWAYS YES. AND THE ANSWER YES, BECAUSE THESE ARE VERY IMPORTANT FACILITIES IN OUR COMMUNITY, AND I THINK THAT IT’S GOOD FOR THE PUBLIC TO HAVE A GOOD PERSPECTIVE ON WHAT YOU ALL DOING, AND WHERE THE FUND ARE ALLOCATED AND WHAT YOU ALL DO WITH THAT, AND I APPRECIATE YOU MAKING THE TIME TO COME DOWN AND HAVE THAT CONVERSATION WITH US. WE’RE EXCITED THAT THE PIP IS WORKING AND EXCITED THAT QUINNTON, HAS MADE THE PIP A SUCCESS. I UNDERSTAND THAT IF YOU HAVE A COUPLE OF OTHER TOPICS, THE CAPITAL FUND INCREASED FROM 1 MILLION.>>ALSO I THINK THAT HAS WE TALK ABOUT SPORTS AUTHORITY FACILITIES, I THINK THAT IT IS’S IMPORTANT TO NOTE THAT WE ARE COMMITTED TO THE UPKEEP OF THE MAINTENANCE OF THE FACILITIES, IT’S THE RIGHT THING THAT WE WANT TO DO TO EXTEND AND PROLONG THE LIFE OF THE BUILDING AND WE ALSO HAVE SOME CONTRACTUAL OBLIGATIONS AND THERE ARE CERTAIN IMPROVEMENTS THAT WE ARE GOING TO NEED TO FUND. ALSO I THINK THAT IT’S IMPORTANT TO NOTE THAT A LOT OF OUR CAPITAL PROJECTS, THE SEAT REPLACEMENTS AT EACH OF OUR FACILITIES WERE FUNDED BY USER FEES, SO ESSENTIALLY THE ONES WHO SIT IN THE SEAT ARE PAYING FOR THE NEW ONCE, THAT MEANS THAT OUR AGREEMENT WITH THE TITANS REQUIRES THE CITY TO CONTRIBUTE AT LEAST $1 MILLION ANNUALLY TO FUND CAPITAL PROJECTS. IT’S A SPORTS AUTHORITY LEASE OBLIGATION, BUT IT’S NOT INCLUDED IN OUR OPERATING BUDGET. BUS AS THE STADIUM AGENTS, AND THE CAPITAL NEEDS GROW AND THEY PRESENT MORE FREQUENTLY. SO WE’RE KIND OF AT THE PLACE WHERE A MILLION DOLLARS IS NO LONGER ENOUGH TO FUND THE CAPITAL NEEDS. SO FOR YEARS, THE TITANS HAVE FRONTED THE COST OF CAPITAL PROJECTS WITH THE SPORTS AUTHORITY AND THEN REIMBURSING THEM AS THE CAPITAL FUND IS REPLEDGE END OFISHED. WE’RE ASKING METRO THAT WE DOUBLE THE INVESTMENT FROM $1 MILLION TO $2 MILLION WHILE WE VET THE NUMBERS AND RECOMMENDATION THAT IS WE WILL RECEIVE FROM THE FACILITIES ASSESSMENTS THIS IS SOMETHING THAT WE’VE DISCUSSED WITH THE FINANCE DEPARTMENT AND WE REALLY BELIEVE IT’S JUST THE FIRST STEP OF ADDRESSING THIS BACK LOG OF PROJECTS THAT WE WOULD LIKE TO GET FUNDED.>>THIS IS AN OPERATING BUDGET LINE ITEM. FOR THE AUDIENCE TO UNDERSTAND THAT THAT IS AN OPERATING BUDGET ITEM.>>AND MONICA, I KNOW THAT YOU ALL HAVE TAKEN THOSE CAPITAL FUNDS OVER THE PAST SEVERAL YEARS, AND MADE SOME VERY SIGNIFICANT IMPROVEMENTS TO THE STADIUM. CAN YOU TALK ABOUT SOME OF THOSE?>>I THINK THAT WE TALKED ABOUT THE SEAT REPLACEMENTS AND EXPANSION JOINTS. THERE’S BEEN LIGHTING. UPGRADES.>>DO YOU HAVE ESCALATORS.>>YES, ELEVATORS FOR THE STADIUM, >>LIKE YOU SAID, IF WE INVEST IN THE PROPERTIES IT’S GOOD BECAUSE THEY PROLONG THE LIFE OF THOSE FACILITIES. SO YEAH, WE APPRECIATE THAT. OTHER THAN THAT, I HAVE NOTHING. WE APPRECIATE THAT YOU ALL CAME TO SEE US TODAY. SOUNDS REPRESENTATIVE. NO, YOU GUYS ARE NOT LATE. WHEN DOES BASEBALL START, WHEN IS OUR OPENING DAY? APRIL 11TH?>>WE’VE GOT SOME COLLEGE GAMES, VANDERBILT WILL BE PLAYING NEXT WEEK ALREADY.>>GREAT. THAT’S A GREAT THING.>>A LITTLE WARM HE WERE TODAY.>>ANYTHING ELSE?>>JUST THE VANDERBILT AND BELMONT.>>WELL, GO NASHVILLE TEAMS.
