AS RICH SAID, DURING THE LAST MEETING, ONCE THE CONTRACT IS AWARDED, IT WILL COME BEFORE THE BODY FOR CONSIDERATION. IT WILL KEEP YOU UP-TO-DATE AS WE MOVE THROUGH THE PROCESS. I WANT TO NOTE THAT THERE WAS A LATE REVISION TO THE RESOLUTION UNDER ITEM C IN THE FINANCE COMMITTEE REPORT. THIS SEEKS TO RATIFY PRE-VOA. PREDEVELOPMENT SOCCER FINANCES CHARGED TO THE REVENUE FUND. YOU WILL HEAR MORE. DEPUTY KIM JOHNSON IS WITH US TODAY. AFTER WE LEARNED OF THE EXTENDTURES, THERE WERE MULTIPLE CONVERSATIONS WITH METRO FINANCE AND OUR CHAIR REQUIRED THE FOLLOWING INFORMATION BE MADE AVAILABLE TO THE BOARD. THERE WERE THREE THINGS. ALL INVOICES PROVIDING WORK PERFORMED BE SEPTEMBER TO US, NUMBER TWO, DOCUMENT STATING THE APPROVAL PROCESS, AND THREE, COPIES OF CONTRACTS UNDER WHICH THE WORK WAS AUTHORIZED. THE FINANCE DEPARTMENT RESPONDED TO THE REQUEST AND WITHIN 24 HOURS, WE HAD THE INFORMATION WE SENT TO YOU. YOU SHOULD HAVE RECEIVED — THE AUTHORITY WAS ALSO COPIED ON THE LETTER TO THE COUNCIL EXPLAINING THE EXPENSES. WE TOOK TIME TO WALK THROUGH THE MATERIALS INVOICE BY INVOICE. WE DISCUSSED THE NEED FOR THE SPORTS AUTHORITY TO BE PART OF THE APPROVAL PROCESS MOVING FORWARD. THE FINANCE DEPARTMENT AGREES THAT NEEDS TO HAPPEN. THAT PROCESS WILL BE PUT INTO PLACE. EXPENDITURES FROM THAT ARENA REVENUE FUND WILL BE REIMBURSED WITH A FUTURE BOND ISSUE OR IN THE EVENT WE ARE UNABLE TO OFFER BONDS THROUGH THE FUND BALANCE. THAT IS THE PLAN. WE ARE MOVING FORWARD. THE CAPITAL FUND CURRENTLY HAS $1.3 MILLION AVAILABLE. THE THREE PROJECTS MOSTLY IN HERE, THE STORM WATER PUMP, AND THE L.E.D. VIDEO WALL. THIS IS A TECHNOLOGY ISSUE. IN THE FACILITY ASSESSMENT, THEY RECOMMEND REPLACEMENT OF THIS RADIO SYSTEM IN 2018. IT’S NOT OUTSIDE OF THE SCOPE WE HAVE SEEN. THERE WAS A GREAT REPORT ON BEING ABLE TO PURCHASE THIS RADIO SYSTEM FOR THE 307 $307,318.17. WE FEEL IT’S A GOOD INVESTMENT. THEY NEED IT RIGHT AWAY.>>IT WAS ON THE ANTICIPATED LIST. WE REALIZED IT WAS JUST UNDER A DIFFERENT NAME.>TWO WAY RADIO. THIS WAS NOT A NEW REPORT.>>THE NEXT THING WAS THE MLS STADIUM UPDATE. FOR THE BOARD WE HAVE IN FRONT OF YOU — QUESTIONS?>>I’LL SHOW YOU WHICH TAB WE WERE UNDER. CONSIDERATION OF A RESOLUTION APPROVING UTILIZATION OF THE CONTRACT BETWEEN METRO GOVERNMENT AND COMMONWEALTH DEVELOPMENT GROUP, TAB 5. THAT IS A LOT OF WHAT MONICA DISCUSSED BEFORE. WE ARE FAMILIAR WITH COMMONWEALTH DEVELOPMENT GROUP. THEY HAVE BEEN DOING A LOT OF WORK ON NISSAN STADIUM AND BRIDGE STONE ARENA. THEY WERE THERE. THEY DISCUSSED THAT THE EXPENSES CHARGE TODAY THE REVENUE FUND, TOTALED $113,125.17. I THINK MONICA EXPLAINED WE WERE NOT AWARE OF THAT BECAUSE OUR DIRECTOR WAS NOT AWARE OF THAT. A LOT HAS HAPPENED TO GO THROUGH THIS PROPERLY AND MAKE SURE THAT WE ARE COMFORTABLE WITH THESE EXPENSES. AFTER THE FINANCE COMMITTEE MEETING, I WAS SATISFIED THAT METRO WAS WORKING WITHIN AN EXISTING CONTRACT. I KNOW THAT WITHIN THIS RESOLUTION AND SUBSEQUENT MEETINGS, MONICA WILL BE INVOLVED AND APPROVING THESE THINGS BEFORE EXPENDITURES THEY HAPPEN. IT WAS A VERY THOROUGH METRO THERE TO TALK TO US ABOUT THAT. YOU CAN SEE TAB FIVE THE LETTERS, COMMONWEALTH DEVELOPMENT GROUP HAS PROVIDED THE INVOICES AND BILLING, AND THE LETTER. I LEFT THEIR MUCH MORE SATISFIED THAN GETTING THERE. I APPRECIATE ALL OF THE WORK GOING ON TO GET US BACK UP TO SPEED, AND GET MONICA INVOLVED. I RECENTLY SHARED WITH MONICA AS WE WALKED THROUGH PREDEVELOPMENT TO DEVELOPMENT, A THOUGHT AND RECOMMENDATION. LET ME RUN THROUGH THOSE WITH YOU. THE STADIUM PROJECT FOR SOCCER WILL LIKELY BE DESIGN TO COMPLETION AND CLOSE OUT A 48 MONTH PROJECT. MY CONTRACT WITH METRO HAS 11 MONTHS LEFT ON IT. THIS TIME NEXT YEAR, OUR CONTRACT WOULD HAVE EXPIRED. MY THOUGHT IS ALWAYS, WHEN YOU DO PROJECTS, PARTICULARLY BIG PROJECTS, YOU DON’T WANT TO CHANGE LEADERSHIP IN THE MIDDLE. MY RECOMMENDATION WAS, AS YOU MOVE FROM PREDEVELOPMENT TOWARD FULL DEVELOPMENT, YOU MIGHT WANT TO CONSIDER SOLICITING OR FINDING, IF YOU CHOOSE, TO HAVE RECOMMENDATION IN THE PROJECT WORLD, SOMEONE ELSE, AND START THAT EARLIER. WE ARE WILLING TO HELP WITH ANY TRANSITION, ANY INVOLVEMENT THAT NEEDS TO HAPPEN BETWEEN NOW AND THEN, BUT I THOUGHT IT WAS WISE TO SHARE WITH YOU THAT, THAT TRANSITION SHOULD PROBABLY OCCUR, AND WHERE OUR CONTRACT STANDS IN ALL OF THIS. PERSONAL SIDE, GIVEN MY AGE AND STATION IN LIFE, I DON’T KNOW THAT I WANT TO GO ANOTHER FULL FOUR YEARS IN THAT, BUT I’M WILLING TO CONTINUE TO REPRESENT YOU ON PROJECTS BETWEEN NOW AND THE END OF THE PROJECT AS IT RELATES TO NISSAN STADIUM, THE ASSESSMENT STUDY. I’M GRATEFUL FOR THE WORK YOU HAVE GIVEN US AND THE TRUST THAT MANY OTHER DEPARTMENTS HAVE PLACED IN US. THAT IS SOMETHING THAT THE BOARD WILL NEED TO LOOK AT. THE RESIZED RESOLUTION YOU HAVE RATIFIES THE PREVIOUSLY INCURRED EXPENSES AND AUTHORIZES THE EXECUTIVE DIRECTOR IN CONSULTATION WITH THE SPORTS AUTHORITY CHAIR TO CORD NAID WITH THE MAYOR, FINANCE DIRECTOR WITH THE PURCHASING AGENT TO SELECT THE MOST APPROPRIATE METRO CONTRACTS. WE WOULD NEED TO LOOK AND WORK WITH THE FINANCE DEPARTMENT AND SEE WHAT NEEDS TO HAPPEN IN TERMS OF SELECTING A NEW PROJECT MANAGEMENT FIRM. WE KNOW THAT’S SOMETHING WE NEED AND WILL BE IMPORTANT AS WE MOVE THROUGH THIS PROCESS. $75,000 IS THE CAP WE ARE LOOKING AT IN TERMS OF EXPENDITURES. THIS WOULD BE UNTIL A BOND ISSUE, AND IT WOULD CONTINUE TO BE TAKEN FROM THE ARENA REVENUE SURPLUS AVAILABLE REVENUE. THAT’S WHAT WE ARE LOOKING AT. MARGARET AND I HAVE HAD SEVERAL CONVERSATIONS. A LOT OF THIS IS FLUID. I DON’T KNOW WHAT THE NUMBER IS. I THINK THERE IS A CHANCE IT WILL BE MORE THAN $75,000, BUT WE’LL WORK WITH THAT, MAKE AWARE AND WORK WITH METRO TO DO WHAT WE NEED TO DO AS WE FIGURE THIS OUT. THAT’S THE RECOMMENDATION. WE HAVE LARGER PROJECTS FOR THE FY19 REQUESTS FOR THE $18.8 MILLION SCOREBOARD JUMBO TRON TYPE THING HANGING FROM THE MIDDLE. THIS IS A $20 MILLION PROJECT WHEN YOU ADD OTHER THINGS LIKE SECURITY SYSTEMS, FOLDING CHAIRS AND THINGS LIKE THAT. ONE THING THE FINANCE COMMITTEE DEPARTMENT TALKED ABOUT, THE ARENA HAS BEEN PAYING $2 MILLION EACH YEAR. THERE IS A CAP OF $10 MILLION. THEY HAVE AVAILABLE ABOUT $3 MILLION. THEY HAVE A $20 MILLION PROJECT IN FRONT OF THOSE TO APPROVE. ONE THING THAT WE TALKED ABOUT A LOT WAS, IF THIS PROJECT IS NOT ON THIS REPORT RIGHT NOW, IT CAN’T HAPPEN IN FY19 IF THE FUNDS BECOME AVAILABLE. THEY HAVE TO GET IT IN FRONT OF US. WE HAVE SEVERAL OPPORTUNITIES TO APPROVE THIS AGAIN IF AND WHEN THE FUNDS BECOME AVAILABLE. METRO AND BRIDGE STONE ARENA IS WORKING WITH THE BANK RIGHT NOW. THEY ARE LOOKING AT RENEGOTIATING SOME OF THE TERMS IN THE CAPITAL IMPROVEMENT FUND, MAKING SURE THEY HAVE ACCESS TO MORE MONEY. THEY ARE GETTING THIS IN FRONT OF US EARLY. WE HAVE A CHANCE TO SEE IF FUNDS BECOME AVAILABLE, AND THEY ARE NEGOTIATING WITH THE BANKS RIGHT NOW. HAVE I EXPLAINED THAT PROPERLY? ARE THERE OTHER QUESTIONS? WE HAD ONE OF THE VOTER REGISTRATION GROUPS REACH OUT TO US. THEY HAVE A PLACE ON OUR CONCOURSE. SOME OF THEM SEE WHAT THE SOUNDS DO. I NEED TO MAKE IT TO A GAME. WE HAVE A TIGHT SHIP AND I CAN’T MAKE IT TO THE DAY GAME, SO I HAVE TO FIND A TIME TO COME OVER, W BUT WE HAVE WORKED WITH GROUPS TO REGISTRATION TO COME OUT TO SPREAD THEIR MESSAGE AND MAKE SURE PEOPLE KNOW HOW TO GET INVOLVED AND WITH VOTING, BE SURE THEY ARE REGISTERED PROPERLY.
