03/15/18 Sports Authority Meeting

03/15/18 Sports Authority Meeting

>>GOOD MORNING, EVERYONE. WE’LL GET STARTED ACCORDING TO MY WATCH IT’S 10:30, SO AT THIS TIME I WOULD LIKE TO CALL THE METRO SPORTS AUTHORITY BOARD TO ORDER. WE ARE PLEASED TO BE BACK AT NISSAN STADIUM. WE WANT TO THANK THE TITANS FOR HOSTING US AND HAVING US THIS MORNING. AS YOU KNOW, THE AUTHORITY ELECTED ITS 2018 OFFICERS AT OUR LAST MEETING. OFFICERS MAKE UP THE EXECUTIVE COMMITTEE AND THE PERSONNEL COMMITTEE. COMMITTEE AND LIAISON APPOINTMENTS HAVE BEEN MADE. THIS YEAR’S FINANCE COMMITTEE WILL BE CHAIRED BY LISA HOWELL. CONGRATULATIONS, LISA. THANK YOU FOR SERVING. THE BOARD WILL CONTINUE TO HAVE DEBORAH AND MARGARET WEST ON THE FINANCE COMMITTEE. I KNOW OUR BOARD GENERALLY PARTICIPANTS EVEN IF YOU ARE NOT ON IT. WE HOPE YOU CAN CONTINUE TO DO THAT. THANK YOU MORE SERVING. CHUCK MER WEATHER CAN’T BE HERE TODAY, BUT BRIDGE STONE ARENA WILL BE>WILL BE BOB AND PARK LIAISON WELCOME RICK RAMEN. TODAY’S BOARD MEETING CAN BE FOUND AT THE TOP OF TODAY’S AGENDA. WE’LL RE MOVE ALONG TO REVIEW TODAY’S MINUTES. THEY WERE SENT OUT TO EVERYONE, AND WE’LL CONTINUE WITH REVISIONS OR WE’LL MOVE TO APPROVE THE MINUTES.>>MOTION TO APPROVE.>>SECOND.>>ALL IN FAVOR SAY AYE.>>AYE.>>MINUTES ARE APPROVED. MOVING ALONG WE HAVE THE DIRECTOR’S REPORT BY MONICA.>>GOOD MORNING, EVERYONE. THANK YOU FOR BEING HERE TODAY. AS USUAL, WE HAVE A LOT OF GROUND TO COVER. WE HAVE THE AGENDA BEFORE YOU, RICH AND MARY ARE HERE. THEY’LL GIVE US AN MLS STADIUM REPORT. RICH AND THE TITANS HAVE TIME CONSTRAINTS. WHAT I WOULD LIKE TO DO, IF IT PLEASES THE BOARD, LET’S HEAR FROM BOTH OF THEM. ONCE THEY ARE FINISHED, I’LL CONTINUE WITH MY REPORT.>>SOUNDS GOOD.>>WE’LL MOVE ON TO OUR NEXT AGENDA ITEM AND COME BACK TO FINISH UP THE REPORT, SO MOVING ALONG AT THIS TIME, WE HAVE OUR MLS STADIUM REPORT. I BELIEVE MARY HERE AS WELL AS RICH RIESLING ARE METRO COO TO GIVE THAT REPORT.>>THIS MAN IS BLINDING ME, KEEPING ME FROM CONCENTRATING. HOW IS EVERYONE TODAY? I OWE YOU A PHONE CALL, BY THE WAY. BEST THING TO DO IS GO ON THE OFFENSIVE. GOOD MORNING, I HOPE EVERYONE IS DOING WELL TODAY. I WANTED TO TALK FOR A FEW MINUTES, GIVE YOU A BROAD OVERVIEW WHERE WE ARE WITH SOCCER. I THINK THE FIRST THING SOME OF YOU MAY HAVE QUESTIONS ABOUT, OBVIOUSLY, WITH THE CHANGE IN ADMINISTRATION WITH MARY BRILEY ASSUMING OFFICE, IS EVERYBODY STILL ON THE SAME PAGE? ANSWER IS YES. I THINK MAYOR HAS BEEN SUPPORTIVE OF IT AS VICE-MAYOR AND NOTHING HAS CHANGED. HE HAS SUPPORTED OUR EFFORT TO DO EVERYTHING THAT NEEDS TO BE DONEES TO BUILD A SOCCER STADIUM AT THE FAIRGROUNDS. IN TALKING WITH MONICA AND KIM LAST WEEK OR TWO WEEKS AGO, I WANT TO GIVE YOU AN UPDATE ON WHAT’S HAPPENING, AND WHEN YOU NEED TO BE PREPARED TO READ DOCUMENTS AND LEASE AGREEMENTS AND THINGS LIKE THAT, WHICH IS A LITTLE BIT OFF YET, SO WE THOUGHT WE OUGHT TO DO IT NOW. SO FAR, THE ONLY THING THAT’S HAPPENED, LOTS OF MEETINGS ON PLANNING, LAYING OUT THE STADIUM, WHERE IT’S GOING TO BE ON THE SITE. MONICA HAS BEEN WITH THE MEETING ON THE ICON TEAM REPRESENTING THE MLS FRANCHISE. THAT’S SORT OF ONGOING. THE FIRST SUBSTANTIVE PIECE TO MAKE THIS HAPPEN IS THE ARCHITECTURAL AND ENGINEERING CONTRACT. METRO PURCHASING HAS THAT OUT IN PROCUREMENT RIGHT NOW. LARRY, WHEN ARE PROPOSALS DUE?>>WEEK OR TWO.>>PROPOSALS FROM THE ARCHITECTURAL COMMITTEE ARE DUE IN A WEEK OR TWO. AN EVALUATION COMMITTEE WILL BE APPOINTED TO REVIEW THE PROPOSALS. IT’S MY BELIEF, MONICA WILL SERVE AS A REPRESENTATIVE ON THE COMMITTEE. WE HAVE THE SPORTS AUTHORITY REPRESENTATIVE ON THE SELECTION COMMITTEE AS WELL AS SOMEONE FROM THE FAIR BOARD AND SOMEONE FROM THE ML IS S TEAM AS WELL SO IT’S COMMONWEALTH REPRESENTING THE CITY INTEREST SERVE AS STAFF ADVISORY TO THE COMMITTEE AS THEY MAKE RECOMMENDATIONS. THE IDEA IS TO HAVE THE ARCHITECTURAL AND ENGINEERING TEAM SELECTED IN THE NEXT 30 TO 60 DAYS IN TERMS OF GETTING A CONTRACT DONE. THAT’S THE FIRST PIECE. AS THAT’S PROCEEDING, AND AT THIS POINT, NO ACTION IS NEEDED BY THE AUTHORITY ON THAT. I THINK IT’S A METRO CONTRACT GOING THROUGH THE NORMAL PROCUREMENT ISSUES. THE SECOND PIECE IS THE CONSTRUCTION MANAGER CONTRACT WHICH OBVIOUSLY IS A CRITICAL PIECE OF THE TEAM, WHO IS GOING TO BUILD THE FACILITY. THAT IS IN PROCESS RIGHT NOW. IT’S NOT BEEN COMPLETED. THE GOAL IS TO GET THAT PUBLISHED IN THE NEXT TWO TO THREE WEEKS. IT WILL FOLLOW A MONTH OR SO BEHIND THE SELECTION OF THE ARCHITECT. THE IDEA BEING END OF SPRING, EARLY SUMMER, YOU HAVE THOSE TWO MAJOR PIECES, MAJOR ELEMENTS OF THE PROJECT IN PLACE. WWE OBVIOUSLY HAVE, THE PROFESSIONALS BROUGHT ONBOARD. THE LAWYERS — I KNOW METRO LEGAL THAT MAINTAINED A THIRD PARTY FIRM TO GIVE IT ADVICE, A FIRM THAT HAS DONE WORK IN THE PAST. THEY ARE WORKING ON DRAFT DOCUMENTS TO SHARE WITH THE TEAM IN TERMS OF THE LEASE AGREEMENT. IT IS MY THOUGHT THAT, THAT WOULD NOT COME BEFORE THE FAIR BOARD UNTIL LATE SPRING, MAY/JUNE TIMEFRAME. IT WOULD BE FINALIZED AND COME TO YOU. YOU HAVE MY COMMITMENT THAT WE WILL NOT GIVE IT TO YOU ON MONDAY AND ASK THAT YOU VOTE ON TUESDAY. I THINK YOU WOULD PROBABLY APPRECIATE THAT. MY HOPE IS THAT YOU WILL HAVE SEVERAL WEEKS TO A MONTH PERIOD IN WHICH TIME YOU HAVE A CHANCE TO DIVE INTO THE DOCUMENTS AND GET YOUR QUESTIONS AND HOW YOU WANT TO HAVE — CHAIR, YOU MIGHT WANT TO HAVE MEETINGS TO GO THROUGH THAT BEFORE IT WOULD COME TO THE FINAL — FULL AUTHORITY FOR ACTION. THAT IS — I WOULD THINK ACTION ON THAT WOULD NOT BE NEEDED UNTIL SOMETIME IN THE MAY/JUNE TIMEFRAME. ALL OF THIS IS DESIGNED, I SHOULD SAY, TO HAVE — YOU KNOW, THE PLANS ARE FOR THE STADIUM TO BE CONSTRUCTED AND OPEN FOR PLAY IN 2021. WE HAVE A LITTLE BIT OF TIME. IT’S NOT LIKE WE ARE RUSHING AGAINST THE CLOCK. WE HAVE A LITTLE BIT OF A WINDOW TO DO THIS. EVERYTHING IS BEING DONE DELIBERATELY, AND ON A STEADY PACE, BUT NOT A FRANTIC PACE. MARY MAY DISAGREE ABOUT THE FRANTIC PACE OF IT. NOT ONE IN WHICH YOU ARE GIVING INFORMATION ON TUESDAY AND EXPECTING A VOTE ON WEDNESDAY. WE SHOULD HAVE THE ABILITY TO STRETCH THIS OUT AND GIVE EVERYONE A CHANCE TO FEEL COMFORTABLE ALL OF THE ISSUES ARE IDENTIFIED BEFORE WE ASK FOR VOTES OR APPROVALS. THERE ARE CONDITIONS ON THE APPROVAL BEFORE THE COUNCIL THAT HAS TO HAPPEN. AS WE WORK THROUGH THOSE, SOME OF THE THINGS YOU MIGHT REMEMBER, BEFORE ANY BUILDINGS AT THE FAIRGROUNDS CAN BE DEMOLISHED, THE COUNCIL HAS TO APPROVE THE DEMOLITION OF THE BUILDINGS. IT’S 27 VOTES. THAT HAS TO HAPPEN BEFORE ANYTHING GETS DONE. THERE IS ALSO A REZONING PROCESS FOR PORTIONS OF THE PROPERTY THAT HAS TO GO THROUGH ITS COURSE. ALL OF THAT RUNS THROUGH THE COUNCIL SOME TIME THIS SUMMER IS MY GUESS. I DON’T HAVE AN EXACT DATE YET. THE GOAL BEING EVERYTHING COMPLETED THAT HAS TO BE COMPLETED EXCEPT FOR ONE ACT THAT IS YOUR FINAL ACT, WHICH I’LL GET TO IN THE END, WHICH HAS ALL OF THAT COMPLETED SEPTEMBERISH TIMEFRAME. IT TAKES A WHILE TO GET THE ZONING PROCESS ZAUN. DONE. THAT’S THE TAIL THAT’S CREATED THE LONGEST TIMEFRAME. ONCE ALL OF THAT IS DONE, ASSUMING THAT GETS DONE, THE LAST ACT BEFORE WE START COMMENCEMENT OF THE CONSTRUCTION WOULD BE SPORTS AUTHORITY, APPROVING THE ISSUANCE OF THE BONDS. I WOULD EXPECT THAT TO BE SOME TIME IN THE FOURTH QUARTER OF THIS YEAR. AGAIN, I DON’T HAVE A MORE DEFINITE DATE THAN THAT, BUT I WOULD SAY BETWEEN SEPTEMBER AND DECEMBER WOULD BE WHEN THE BOND DOCUMENTS AND ALL OF THE INFORMATION OF THE ISSUANCE OF THE DEBT WOULD COME TO THE SPORTS AUTHORITY WITH APPROVAL, THE PLANS BEING THAT DEMOLITION AND CONSTRUCTION WOULD START LATE ’18 EARLY ’19 TO KEEP ON THE SCHEDULE FOR A FEBRUARY 2021 OPENING DATE FOR THE FIRST GAME. I THINK THE MLS SEASON STARTS IN MARCH — FIRST WEEK IN MARCH, SO OBVIOUSLY, WE WOULD LIKE TO HAVE THE FIRST HOME GAME OF THE SEASON. SO THAT’S — THAT KIND OF BROADLY, I THINK, LAYS OUT WHAT’S GOING TO — KIND OF WHAT YOU CAN ANTICIPATE AND WHAT WILL COME DOWN ON SOCCER OVER THE NEXT COUPLE OF MONTHS. MONICA, ANYTHING I LEFT OUT, YOU THINK, OR ANYTHING I DIDN’T ADD OR YOU WANT ME TO COVER?>>I THINK THAT COVERS IT.>>QUESTIONS OR ANYTHING I CAN HELP — OR ANY ADVICE? I COULD TAKE SOME ADVICE. I NEED A LOT OF ADVICE RIGHT NOW. WE HAVE A LOT OF WORK TO DO TO LEGITITOGET TO THE POINT TO PREE BONDS, TO COME TO YOU FOR APPROVAL ON THE BONDS. AGAIN, I HOPE WE GET THE DOCUMENTS TO YOU ON THE DEVELOPMENT AGREEMENT, LEASE AGREEMENT, WHEN DO YOU MEET THIS? THIRD? THIRD THURSDAY OF MAY FOR APPROVAL, WE WANT TO GET IT TO YOU FIRST OF MAY RANGE. WE DON’T NEED APPROVAL UNTIL JUNE, WE HAVEN’T EXCHANGED ANYTHING YET. WE ARE IN THE BEGINNING STAGES OF THE DOCUMENT PREPARATION.>>ANY QUESTIONS FOR RICH? THANK YOU. THAT’S REALLY HELPFUL. THANK YOU FOR HELPING US.>>ULTIMATELY, YOU GET ASKED TO DO A LOT, AND YOU NEED INVOLVEMENT FRONT END. I KNOW WE HAVE ASKED FOR MONICA TO BE INFORMED AND COME TO A LOT OF PLANNING MEETING THEY ARE HAVING. HOPEFULLY SHE CAN KEEP CURRENT ON THE WHOLE THING. YOU HAVE OUR COMMITMENT. MAYOR’S COMMITMENT, MY COMMITMENT TO KEEP YOU INFORMED ON THE PROCESS. IF I NEED TO COME BACK NEXT MONTH TO GIVE YOU AN UPDATE, I WILL. WE’LL WORK WITH YOU ON A WAY TO MAKE SURE IT’S DONE IN A COMFORTABLE WAY GOING FORWARD.>>THANKS, RICH. WE HAVE MARY WITH US AS WELL. I’M NOT SURE IF MARY HAS ANYTHING TO ADD? SINCE SHE’S SITTING ON THE BACK ROW, THANK YOU FOR BEING HERE. IT’S HELPFUL TO KEEP US APPRIZED OF HOW WE ARE WALKING THROUGH THIS, SO, THANK YOU BOTH FOR BEING HERE. NEXT UP, WE MOVE TO THE NISSAN STADIUM REPORT, JANINE KAUFFMAN AND STEVE UNDERWOOD.>>GOOD MORNING, MADAM CHAIRWOMAN. MEMBERS. LET ME WELCOME YOU TO OUR BUILDING. THIS IS OUR HOME, NISSAN STADIUM. WE ARE SO GLAD TO HAVE YOU HERE. THE BUILDING MEANS SO MUCH TO US. I WOULD LIKE TO MAKE A PERSONAL REMARK WHICH WE DON’T SAY OFTEN ENOUGH HOW MUCH WE APPRECIATE YOUR COMMUNITY SERVICE. WE REALIZE NONE OF YOU ARE BEING COMPENSATED FOR BEING HERE. WE APPRECIATE THE CONTRIBUTION YOU MAK, AND WE SHOULD SAY THAT MORE OFTEN SO YOU UNDERSTAND THAT’S HOW WE FEEL ABOUT YOUR SERVICE. I WAS VERY INTERESTED IN RICH’S REMARKS ABOUT THE NEW MLS STADIUM. AS YOU KNOW, WE HAVE BEEN INVOLVED IN BOTH FRANCHISES, COMMITTEES AND DID EVERYTHING WE COULD TO HELP THEM GET HERE. WE ARE PLEASED TO DO THAT. WE THINK THE BUILDING WILL ADD A LOT TO THE COMMUNITY. WE THINK HAVING A SOCCER LEAGUE FRANCHISE WILL MEAN THE WORLD TO NASHVILLE. NASHVILLE IS ALL OVER SOCCER. WE HAD OVER A HUNDRED THOUSAND PEOPLE PAY TO GET IN TO PAY TWO SOCCER MATCHES WITHIN A MONTH OF EACH OTHER. WE ARE GLAD TO HAVE THEM HERE AND WELCOME THEIR NEW BUILDING. A LOT HAS BEEN GOING ON IN OUR BUSINESS, BY THE WAY, OVER THE LAST TWO MONTHS. WE HAD THE FIRST PLAYOFF WIN ON THE ROAD AGAINST A HIGHLY ESTEEMED OPPONENT A COUPLE OF MONTHS AGO. THAT MEANT A LOT TO OUR ORGANIZATION. WE WELCOMED A NEW HEAD COACH AND COACHING STAFF. WE HAVE SIGNED AS YOU HAVE SEEN AGGRESSIVELY IN FREE AGENCY, THREE PLAYER IN THE LAST FEW DAYS. IN LESS THAN A MONTH, WE’LL REVIEW OUR NEW UNIFORMS, WHICH WE ARE EXCITED TO SHARE WITH NASHVILLE. THAT HAPPENS DOWNTOWN EVENING OF APRIL FOURTH. WE ARE IN THE RUNNING TO HOST THE NFL DRAFT HERE NEXT YEAR. WE ARE EXCITED ABOUT THE POSSIBILITY OF DOING THAT AND THINK NASHVILLE HAS MORE TO OFFER THAN ANY OF THE COMPETING CITIES. BEFORE I TAKE TOO MUCH OF HIS TIME, LET ME HAVE THE PRIVILEGE OF INTRODUCING THE VOICE OF THE TITANS, MIKE KEITH, A COLLEAGUE OF MINE FOR OVER 20 YEARS. WE ARE GLAD HE’S PART OF OUR ORGANIZATION. HE MEANS SO MUCH TO US.>>THANK YOU, STEVE. IT’S A PLEASURE TO BE WITH YOU THIS MORNING. I GET TO TALK ABOUT THE FUN STUFF. THIS IS DAY 74 OF 2018, BUT IT’S THE FIRST FULL DAY OF THE LEAGUE YEAR. IT ACTUALLY STARTED YESTERDAY. ALL OF THE FREE AGENT SIGNINGS, TRADES, THINGS OF THAT SORT, THAT ALL IS UNDER WAY NOW. WE ARE READING ABOUT THAT. THERE ARE REPORTS THAT WE HAVE AGREED TO TERMS WITH TWO OF THE PATRIOT’S BEST PLAYERS, BUT WE ARE RULE FOLLOWERS, SO I CAN’T CONFORM THAT HERE, BUT STAY TUNED. JUST S SAY THAT. THE THING ABOUT THE FIRST 74 DAYS THAT’S EXCITING IS ALL OF OUR MOVEMENT. LET ME GO BACK TO THE LAST DAY OF 2017 FOR WHAT WAS ONE OF THE GREATEST DAYS IN THE HISTORY OF NASHVILLE SPORTS. WE HAD A CHANCE TO BRING THE JACKSONVILLEJACKSONVILLE JAGUARE FINALE A CHANCE TO PLAY AT NISSAN STADIUM THAT IF WE WON WE HAD A CHANCE TO GO TO THE PLAYOFFS. THIS COMMUNITY’S RESPONSE TO THAT WAS FANTASTIC. THE WEATHER WAS FREEZING, AND OUR FANS CAME OUT AND WILLED US TO WIN THE GAME. THEY WERE NOT GOING TO LET US LOSE. WE WON JACKSONVILLE 15-10. WHAT IT MEANT TO GET INTO THE PLAYOFFS FOR THE FIRST TIME IN NINE YEARS AND FOR THE FANS TO SEE THE MOMENT AGAIN. WE WENT TO THE PLAYOFFS THE NEXT WEEKEND IN KANSAS FELL BEHIND 21-3, CAME BACK AND WON THE GAME FOR THE FIRST PLAYOFF VICTORY IN 14 YEARS. ANOTHER STEP IN THE RIGHT DIRECTION FOR US. YOUNG MR. MURRIETA COMPLETED A TOUCHDOWN PASS TO HIMSELF. IT WAS NEVER DONE IN PLAYOFF HISTORY. THAT WAS EXCITING TO US. I WANT TO TALK ABOUT THE PROBOWL. SIX OF OUR TITANS WENT TO THE PROBOWL AND HAD A GREAT TIME IN ORLANDO. ONE HAD THE BEST TIME OF ALL, DELANEY WALKER, BACK FOR THE SIXTH SEASON WITH THE TITANS THIS YEAR. HE WAS NAMED MOST VALUABLE PLAYER OF THE PRO BALL. WE MADE A CHANGE FOR HEAD COACH, TAKING US FROM BEING A GOOD TEAM AND MAKING US INTO AN ELITE TEAM. WE SELECTED MIKE GRABEL AND PICKED WHAT WE THINK IS ONE OF THE BEST TO COME. HE WON THREE SUPERBOWL RINGS WITH THE NEW ENGLAND PATRIOTS, AN UP AND COMER IN OHIO STATE AND WITH THE HOUSTON TEXANS. WE ARE EXCITED ABOUT HIS DIRECTION FOR WHAT WE DO IN LARGE PART, HIS STAFF. THIS STAFF IS ONE OF THE BEST THAT I THINK WE HAD THE OPPORTUNITY TO SEE. IT STARTS ON DEFENSE WHO MIKE TALKED OUT OF RETIRING. AND MATT LAFLUER, HE WAS THE LOS ANGELES RAMS OFFENSIVE COORDINATOR IS NOW OUR OFFENSIVE COORDINATOR. I THINK WE’LL TAKE THE GOOD AND MAKE IT BETTER. WE SPENT TIME AT THE COMBINE LIKE EVERY OTHER TEAM. I WAS THRILLED WITH “MIKE BROOMHEAD SHOWS” OF THE NATIONAL MEDIA HOW MUCH INTEREST THERE IS IN OUR FRANCHISE, OUR CITY. THEY THINK WE HAVE SOMETHING GOING ON. THERE IS A LOT TO COME THAT’S GOOD FOR EVERYBODY. MENTIONED THE PENDING NEWS ABOUT FREE AGENTS TO COME. WE GOT GREAT NEWS WHEN WE RESIGNED TWO OF OUR BEST PLAYER, STARTING RIGHT GUARD AND DAY DEN JONES. WE HAVE NOT STOPPED. WHAT IS MOST EXCITING ABOUT THIS FOR US, IT’S NOT GOING TO STOP.>>THANK YOU, MIKE. THANK YOU FOR THE OPPORTUNITY TO SHARE WHAT WE ARE WORKING TOWARD AS AN ORGANIZATION. I BELIEVE IT WAS THIS TIME LAST YEAR I WAS IN FRONT OF YOU AND SHARED SOME OF OUR THOUGHTS AND OBJECTIVES FOR WHAT WE ARE WORKING ON IN THE OFFSEASON. WE ARE IN THE SPOT AGAIN THIS YEAR. OUR BASE IS CORE FOR EVERYTHING WE ARE ABLE TO ACCOMPLISH. WE SPENT A GREAT DEAL OF TIME AND EFFORT IN THE OFFSEASON ENGAGING THEM, A PART OF THE ORGANIZATION, MAKING THEM FEEL VALUED AND REMAIN A PART OF THE TEAM AND FLOWING INTO THE SEASON TO DELIVER ON EVERYTHING WE PROMISED THEM. WE START OFF THIS OFFSEASON WITH AN EVENT AT OPRYLAND HOTEL. WE HAD A LOT OF FUN, GAVE AWAY A LOT OF PRIZES. IT WAS A FUN, FANTASTIC EVENING TO INTRODUCE OUR COACH AND FANS IN THE CITY. HE WAS BLOWN AWAY BY THE EVENT. IT WAS A GREAT OPPORTUNITY FOR HIM TO LEARN WHAT A SPECIAL MARKET THIS IS. AS STEVE MENTIONED, THE NEXT MAIN EVENT WE HAVE COMING UP ON THE AGENDA IS AN EXCITING ONE. IT’S BEEN IN THE WORKS A YEAR AND A HALF. IT’S THE FIRST SINCE THE TITAN BRANCH WAS LAUNCHED IN 1999. NISSAN STADIUM AS A BACKDROP AND OPEN TO THE PUBLIC FOR FREE. OUR FRIENDS AT GEORGIA LINE HAVE AGREED TO PERFORM A FREE CON CONCERT. IT WILL BE A GREAT EVENING. THIS IS THE FIRST REBRANDING OF THE UNIFORM. WE ARE PLAYING AT NISSAN STADIUM UNDER THE TITAN BRAND. THE LOGO IS DEVELOPED TO COMMEMORATE THE SEASON. YOU WILL SEE IT IN MARKETING MATERIALS AROUND THE TEAM. WE HAVE A DECAL TO WEAR ON THE HELMET AND HAVING IT AROUND THE STADIUM IS A MONIKER OF CELEBRATING THE 20 SEASONS WE HAVE PUT IN SO FAR AND THE EXCITING THINGS AHEAD. LATE APRIL IS A FUN TIME FOR OUR ORGANIZATION. IT’S THE CHANCE TO BRING NEW PLAYERS INTO THE FOLD. THE IT’S AN EXCITING TIME FOR OUR FANS. IT’S A CHANCE TO KICK OFF THE YEAR AND SPECULATE AMONGST THEMSELVES WHAT’S GOING TO HAPPEN ON THE ROSTER, WHAT PLAYERS ARE GOING WHERE. WE HAVE A FUN EVENT AT THE STADIUM. THURSDAY NIGHT OR FIRST ROUND OF THE DRAFT, WE HAVE NISSAN STADIUM OPEN FOR FANS, ALUMNI PLAYERS SIGNING AUTOGRAPHS. MIKE KEITH BROADCASTING LIVE FROM THE CLUB LEVEL. WE ARE PICKING LATER THAN WE HAVE IN RECENT YEARS. THE BETTER YOU ARE, THE LATER YOU PICK. IT’S LATE IN THE EVENING BEFORE YOU MAKE THE SELECTION. THERE IS A LOT OF EXCITEMENT DURING THAT POINT. DURING THE OFFSEASON WE LIKE TO TAKE AS MANY OPPORTUNITIES WE CAN TO REWARD OUR TICKET MEMBERS. WE LIKE TO COME UP WITH PRIZES TO SHOW THEM THERE IS COMMITMENT TO BEING A MEMBER. SOME OF THE ITEMS, WHERE WE INTRODUCED COACH GRABEL IN FEBRUARY. WE HAVE A FAMILY IN THE UPPER LEFT THAT WON A TRIP TO I ENGLAD TO SEE US PLAY IN THE FALL. WE HAD SOME OF OUR PLAYERS PRESENT, TAYLOR GIVING AN AUTOGRAPHED JERSEY TO A FAN. IT WAS A FUN NIGHT AND A WAY TO TOUCH WITH FANS AND TICKET MEMBERS. WE PICK A NIGHT IN MAY AND BRING FAMILY MEMBERS TO WATCH THE JUMBO TRON. WE’LL DO THAT AGAIN THIS MAY. IT’S AN OPPORTUNITY FOR SEASON TICKETHOLDERS TO BRING THE KIDS, MEMBERS OF THEIR OWN FAMILY THAT COULD COME TO EXPERIENCE THE EXCITEMENT OF BEING IN THE STADIUM AND DEVELOP MEMORIES WITH THE TITANS. WE ARE GOING TO LONDON THIS FALL. LATE OCTOBER WE ARE SCHEDULED TO PLAY THE CHARGERS OVER THERE. IT’S A GREAT SHOWCASE FOR NASHVILLE INTERNATIONALLY FOR US TO CARRY OUR BRAND, TIES IN PERFECTLY WITH BRITISH AIRWAYS LAUNCHING NONSTOP SERVICE NASHVILLE TO LONDON. FOR THEM TO SHEPHERD FANS ACROSS THE ATLANTIC OCEAN TO SEE US PLAY. AS STEVE MENTIONED, ONE OF THE MORE EXCITING THINGS ON THE HORIZON IS THE POTENTIAL TO HOST THE NFL DRAFT. THE MAYOR’S OFFICE AND CDC HAVE BEEN WORKING CLOSELY WITH THE COUNCIL. WE HAVE PROVIDED AS MUCH AS WE CAN TO MAKE THE PROSPECT REALISTIC. THERE IS THE POTENTIAL THAT WE COULD HOST THE DRAFT NEXT YEAR OR 2020. THE NFL DRAFT HAS GROWN INTO QUITE A SPECTACLE, MULTI-DAY EVENT CARRIED ACROSS MULTIPLE PLATFORMS FOR BROADCAST. WE FEEL THE CITY OF NASHVILLE IS THE BEST PROSPECT FOR THE FINALIST TO HOST IT. WE ARE EXCITED ABOUT THAT POTENTIALLY HAPPENING AND KNOWING THE BUSINESS LEADERS WILL PITCH IN TO MAKE THAT EVENT SUCCESSFUL AS IT CAN BE.>>WHEN DO WE ANTICIPATE?>>WE SHOULD EXPECT TO HEAR A DECISION EARLY AS MAY OF THIS YEAR. IF IT’S AWARDED FOR 2019, IT’S A QUICK TIMEFRAME TO TURN. SPORTS COUNCIL IS ON HAND. CDC IS ON HAND, THE MAYOR’S OFFICE IS ON HAND. EVERYONE IS PREPARED TO PULL IT OFF IF WE ARE GIVEN THE OPPORTUNITY. ANY OTHER QUESTIONS? LAST THING I WANT TO TALK ABOUT IS SEASON TICKET RENEWALS. AS IS THE NORM, WE SEND OUT RENEWALS ON THE 31ST. WE ARE ON TRACK WITH A HIGH RENEWAL RATE LAST YEAR OF 98%. THAT GIVES US A SOLID FOUNDATION TO BUILD NEW SALES TO BE SURE THE STADIUM REMAINS FULL AS IT DID LAST YEAR. IF THERE ARE NO QUESTIONS, I’LL TURN IT OVER TO BOB FLYNT.>>GOOD MORNING, BOARD MEMBERS. IT’S A PLEASURE TO STAND UP HERE TO CHAT WITH YOU ALL. I’LL GIVE YOU THE SAME UPDATE I USUALLY DO ABOUT THE STADIUM. IF I CAN FIGURE OUT HOW THIS THING WORKS? YOU WOULD THINK A STADIUM GUY COULD FIGURE THIS THING OUT. MAYBE NOT. FIRST OF ALL, I’LL GO OVER — IT’S NOT WORKING FOR YOU EITHER?>>NO.>>WE’LL SEE IF WE CAN GET CAUGHT UP. THERE WE GO. THIS IS GOING TO BE THE BUSIEST SEASON OR YEAR THAT THE STADIUM’S EVER HAD. A WEEK FROM NOW, IF YOU CAN GO TO THE NEXT ONE — A WEEK FROM THIS SATURDAY, WE’LL HOST THE FIRST HOME GAME EVER FOR NASHVILLE SOCCER CLUB. THEY HAVE A GREAT TURN OUT FOR TENNESSEE PARK. THEY’LL HAVE IT HERE. THE DEMAND WAS SO LARGE THAT THEY WANTED TO GET AS MANY PEOPLE AS THEY COULD COME SEE THEM. AFTER THAT, WE’LL HAVE THE COUNTRYMUSIC MARATHON THROUGH HERE. THAT’S 35,000 PEOPLE WHO PRETTY MUCH GO THROUGH OUR PARKING LOTS AND USE THE SPORTS AUTHORITY PARKING LOTS AND ALL OF THE AREAS AROUND HERE. IT’S A FUN WEEKEND THERE. AFTER THAT, WE HAVE OUR — WE HAVE THE GOOD GUY CAR SHOW WHICH IN YEARS PAST HAS BEEN A THREE DAY SHOW, FRIDAY AND SATURDAY BEFORE MOTHER’S DAY WEEKEND. THAT’S ABOUT 50,000 PEOPLE COME THROUGH AND CHECK OUT ALL OF THE CARS. IT’S A FUN SHOW IF YOU HAVE NEVER BEEN TO IT, IF YOU LIKE OLD CARS, WHICH I DO. WE HAVE THE TITAN 5K SATURDAY, WHICH IS HUGE FOR US, SEASON TICKET MEMBERS. WE DO ABOUT 2500 RUNNERS, MAYBE 3,000. IT’S GROWN EVERY YEAR. COACHING STAFF IS HERE. PLAYERS ARE HERE. WE HAVE BEEN LUCKY WITH WEATHER IN THE PAST. IT’S A FUN ONE. THEN WE GET TO THE CMAS. IT’S FOUR GREAT NIGHTS AT THE STADIUM. THERE ARE 45,000 EACH NIGHT. IT’S A LOT OF WORK. IT’S A GREAT EVENT FOR US TO HOST HERE. IT’S A GREAT EVENT FOR THE CITY. TWO WEEKS LATER, ALWAYS ONE OF MY FAVORITES, MONSTER JAM. I INVITE YOU ALL TO COME OUT TO SEE IT. IT’S A FAMILY SHOW. IT’S AMAZING TO SEE — I WOULD SAY ONE DAD OR ONE PARENT WILL BRING 12 DIFFERENT KIDS TO THE EVENT. IT’S A FUN EVENT, SO, THAT’S THE 23RD. THEN, AUGUST IS GOING TO BE SOMETHING SPECIAL FOR US. WE HAVE KENNY CHADNEY ON THE 11TH, TAYLOR SWIFT CONCERT, TSU GAME. WE’LL BE BUSY IN THE MONTH OF AUGUST. EVERY WEEKEND, WE’LL BE HOSTING SOMETHING HERE. WE ARE EXCITED ABOUT THAT. WE HAVE THE ED SHARON CONCERT ON THE 6TH, ANOTHER BIG CONCERT. WE HAVE TEN NFL GAMES, MUSIC CITY BOWL GAME AND A COUPLE OF OTHER THINGS WE ARE WORKING ON THIS YEAR. IN MY ESTIMATE, WE’LL DO 24 STADIUM EVENTS, WHICH I DON’T THINK WE HAVE EVER DONE BEFORE. I’M EXCITED ABOUT THAT. THAT’S WHY YOU WANT THE STADIUM TO BE USED. IT’S GOOD FOR ALL OF US. I’M EXCITED ABOUT IT. IT’S A LOT OF WORK IN AUGUST. IT WILL BE A FUN MONTH.>>NEXT STADIUM, THE WEST SIDE, ALL OF THE SUITES ARE RENOVATED. ON THE EAST SIDE, FIVE OR SIX. WHEN ALL IS DONE, EVERY SUITE WILL BE RENOVATED. THE SECURITY SYSTEM WHICH YOU VOTED ON TWO OR THREE MEETINGS AGO, EVERYTHING IS WORKING GREAT. WOAF A THIRD OF THE CAMERAS WORKING. IT’S NIGHT AND DAY. IF YOU WANT TO CHECK OUT THE CAMERAS, I WOULD BE MORE THAN HAPPY TO WALK YOU OVER THERE. THAT’S GOING TO BE REPLACING 19-YEAR-OLD EQUIPMENT WITH BRAND NEW EQUIPMENT. IT’S A GOOD THING FOR ALL OF US AND FOR THE PARKING LOTS AND SAFETY AND ALL OF THAT. WE ARE EXCITED ABOUT THAT. THAT’S ALL I HAVE UNLESS YOU HAVE QUESTIONS ABOUT EVENTS COMING UP OR ANYTHING?>>WE KNOW YOU ARE WORKING HARD. WE APPRECIATE THAT. YOU CAN SQUEEZE IN A FEW MORE EVENTS, PROBABLY, RIGHT?>>THANK YOU, EVERYBODY FOR YOUR TIME.>>>>HELLO, EVERYONE. MY NAME IS JANINE KAUFFMAN, I’M CHIEF FINANCIAL OFFICER WITH THE TITANS. I GET THE BORING STUFF AT THE BACK, ALL OF THE NUMBERS. GLAD TO SEE YOU GUYS TODAY. WE’LL WALKTHROUGH A FINANCIAL OVER VIEW STARTING WITH THE TICKET TAX. THE TICKET TAX IS KEPT BY METRO. IT’S ON METRO’S BOOKS. WE LIKE TO PRESENT THE INFORMATION SO YOU KNOW WHAT’S IN THE FUNDS. IT’S THREE DOLLARS IMPOSED ON EVERY BOWL EVENT INSIDE THE STADIUM WITH THE EXCEPTION OF LIKE A TSU EVENT. ALL BOWL EVENTS THAT BOB MENTIONED, ALL OF THE CONCERTS COMING UP, THAT IS ALL REVENUE THAT WILL BE GENERATED AND ADDED TO THE TICKET TAX FUND AT $3 PER TICKET TOLD. THE TICKET TAX IS DIVIDED INTO TWO FUND, THE $2 FUND AND $1 FUND. THE $2 FUND HAS A LITTLE MORE THAN A MILLION DOLLARS IN IT. THAT WAS USED WHEN WE DID THE UPGRADES ON THE STADIUM IN 2012 TO FINANCE BONDS. THE THINGS WE DID IN 2012, WE PUT IN THE VIDEO BOARD, L.E.D. RIBBONS, EXPRESS ELEVATORS ON EACH SIDE THAT GO TO THE THIRD FLOOR, FAN ZONES, AND A DISTRIBUTED SOUND SYSTEM ALL PART OF THE BONDS. THE TICKET TAX IS FLOWING IN, AND THEY ARE ABLE TO PAY THE BONDS WITHOUT A PROBLEM. YOU CAN SEE THE DEBT SERVICE NUMBERS THERE. THEY HAVE BEEN ABLE TO PAY OFF ABOUT $10 MILLION IN DEBT SERVICE TO DATE. THE NEXT ONE — I LOST IT. THE NEXT FUND IS THE DOLLAR FUND. I’M NOT SURE WHAT’S GOING ON. HOLD ON A SECOND. WE ARE IN POWER SAVING MODE. I’LL PAUSE FOR A SECOND. AM I GOOD? ARE YOU GOOD? YOU CAN SEE IN THE NEXT FUND IS THE DOLLAR FUND. AGAIN, YOU HAVE THE $2 FUND AND THE DOLLAR FUND. THIS DOLLAR FUND WAS USED TO ISSUE BONDS THAT WENT INTO THE SEAT REPLACEMENT THAT WE DID IN 2015 AS WELL AS THE CONCRETE REPAIR WORK THAT LARRY AND HIS TEAM OVERSAW, CONCRETE REPAIR WORK AND SOME OF THE OTHER WATER CEILING AREAS THAT WERE DONE. THIS FUND HAS $1.2 MILLION IN IT AND HAS BEEN DOING WELL. THIS IS THE USER FEE — EXCUSE ME. TICKET TAX TOTAL PAID TO DATE. TOTAL HAS BEEN PUT IN THE PAID FOR THE TICKET TAX TO DATE IS $20 MILLION. THAT IS $20 MILLION RAISED THROUGH VISITORS WHO HAVE COME TO NISSAN STADIUM TO PAY THIS TAX. AS BOB MENTIONED, WITH 24 EVENTS COMING UP THIS YEAR, WE LOOK FOR THAT TO CONTINUE AND GROW. WE HAVE BEEN AVERAGES SINCE 2015, ROUGHLY $3 MILLION COMING INTO THE USER FUND A YEAR. A GOOD NUMBER THERE. THE USER FEE RECAP, 2017, JUST FOR TITAN’S GAMES, $1.8 MILLION INTO THE USER FEE FUND FOR 2017. WE HAVE THE AUDITORS COMING OUT IN APRIL. THEY’LL AUDIT AND WE’LL PRESENT THAT IN MAY TO THE BOARD LIKE WE HAVE DONE IN THE PAST. I PUT IN HERE 18 BECAUSE THE WAY THE USER FEE IS PAID FOR THE TITAN GAMES, WE PAY THAT IN INSTALLMENTS, TEN INSTALLMENTS OF $162,000. THE FIRST PAYMENT WENT IN JANUARY 31ST. WHAT WE DO, AS THE GAMES ARE PLAYED, WE TRUE UP THE AMOUNT PAID IN FOR THE ACTUAL SOLD TICKETS, TICKETS DISTRIBUTED, SOLD AND COMP TICKETS. AS EACH GAME THE PLAYED AND WE PREPARE OUR BOX OFFICE STATEMENT, WE TRUE UP THE STATEMENT PAID TO THE USER FEE. FOR 17, YOU CAN SEE HOW THAT BREAKDOWN WORKED. MOVING RIGHT ALONG, DO I HAVE QUESTIONS ON USER FEES BEFORE I MOVE TO CAPITAL FUNS? FUNDS?>>TO BE CLEAR THE USER FUND IS CHARGED TO ALL EVENTS BUT TENNESSEE STATE?>>TSU IS EXEMPT AND I CAN’T REMEMBER — DO YOU REMEMBER WHAT ELSE IS EXPECT? EXEMPT?>>ANY TICKETED EVENT IN THE BOWL OTHER THAN TSU GAMES OR ASSIGNED TSU GAMES ARE EXCLUDED FROM THE TAX. EVERYTHING ELSE IS INCLUDED.>>YES?>>IN THE BOWL. IF IT’S A PARKING LOT EVENT, IT DOESN’T HAVE A TAX, OR IF SOMEONE IS IN THE CLUB FOR A WEDDING RECEPTION, THAT’S NOT TICKETED. ANYTHING ELSE? OKAY, I’LL MOVE TO CAPITAL FUND. THE CAPITAL FUND CURRENTLY HAS $1.3 MILLION IN IT. THIS GETS UNDERRED EVERY YEAR THROUGH A MILLION DOLLARS CONTRIBUTION THAT METRO MAKES INTO THE FUND. YOU CAN SEE HERE ON THE NEXT, SINCE INCEPTION, ALL OF THE INS AND OUTS OF THE FUND, AND WE HAVE ACTUALLY PREPARED A REIMBURSEMENT REQUEST THAT WE DO ONCE A YEAR. WE SUBMITTED THE REIMBURSEMENT REQUEST TO MONICA, AND HAVE BEEN WORKING WITH MONICA AND MIKE DARBY. THEY HAVE BEEN ASKING QUESTIONS. WE HAVE GONE BACK AND FORTH ON THAT. I THINK WE ARE IN A COMFORTABLE PLACE ON THE REQUEST. THAT SHOULD GO BEFORE THE FINANCE COMMITTEE AT THE APRIL MEETING, AND THAT IS ROUGHLY $1.2 MILLION. THIS IS JUST KIND OF A SUMMARY OF AN UNFILED RECEIVABLE. THERE HASN’T BEEN MUCH CHANGE ON THIS SINCE WE LAST MET, AND JUST TO GO THROUGH THE REAL DETAIL, WHICH IS THE HANDOUT EVERYONE HAS WHICH IS THE CAPEX COMMUNICATION TOOL WHICH SHOULD BE IN YOUR MINDER AS WELL, I HIGHLIGHTED IN GREEN ON THE CAPEX COMMUNICATION TOOL THE THREE PROJECTS WE’LL SEEK REIMBURSEMENT FOR AT THE NEXT MEETING FOR YOUR REFERENCE AS WELL. THIS IS A GREAT DOCUMENT. IT DETAILS OUT THE PROJECTS WE HAVE OUT THERE, GIVES YOU A RECAP OF THE COMPLETED PROJECTS, CURRENT PROJECTS AND ANTICIPATED PROJECTS. THIS IS UPDATED ON AN AS NEEDED BASIS AS THIS COMES UP. THIS HASN’T CHANGED SINCE WE LAST PRESENTED OTHER THAN THE SURVEILLANCE SYSTEM BOB TALKED ABOUT. THAT’S THE BIG PROJECT ONGOING AT THE STADIUM DURING JANUARY, FEBRUARY AND MARCH. WE ARE LIMITED ON THE TIMELINE TO DO UPGRADES TO THE STADIUM. AS YOU CAN SEE, OUR CALENDAR IS PACKED, SO YOU HAVE TO WORK IN THINGS AS YOU CAN. THAT HAS TAKEN UP THE BULK OF OUR OFFSEASON, THAT PROJECT. DO I HAVE ANY QUESTIONS ON ANY OF THAT? YES, DUDLEY?>>COULD YOU ELABORATE ON THE PROJECT, WHAT IT ENTAILS?>>THE WI-FI PROJECT IS COMPLETE. IT WAS INSTALLED SEVERAL YEARS AGO. IT PROVIDED WI-FI TO THE BUILDING SO IF YOU ARE SITTING HERE NOW, YOU CAN LOOK DOWN AND GET WI-FI. PRIOR TO THAT PROJECT, DUDLEY, THERE WAS NO WI-FI IN THE BUILDING. AS YOU KNOW, IT’S STANDARD. HAVING WI-FI IN A BUILDING IS STANDARD AT THIS POINT. THAT’S REALLY WHAT THAT PROJECT IS. IT WAS WI-FI SYSTEM FOR NISSAN STADIUM.>>I’M ASKING BECAUSE IT’S LISTED UNDER CURRENT PROJECTS UNDER CAPEX.>>IT’S LISTED AS A SEPARATE LINE ITEM. I’M SORRY IF THAT’S CONFUSING. WE SEPARATED TO TOTAL, CURRENT, TOTAL COMPLETED AND PUT THE TOTAL WI-FI PROJECT LISTED SEPARATELY, WHICH IS $3.1 MILLION. JUST BECAUSE IT WAS A LARGE PROJECT. IF YOU WOULD RATHER ME PUT IT ON THE COMPLETED LIST GOING FORWARD, I CAN DO THAT SO THERE IS NO CONFUSION.>>>I CAN TOTALLY DO THAT. MONICA HAS ALL OF THE DETAIL AND INVOICES FOR THE WI-FI PROJECT AS WELL AS METRO. OKAY, WELL, WITH THAT, WE HAVE A VIDEO TO WRAP UP AS WE TALKED ABOUT, THIS IS OUR 20TH YEAR AS A TITAN. SO WE HAVE A COOL LITTLE 20 YEAR VIDEO. [VIDEO ]>>MCNAIR TAKES IT STRAIGHT. FLUSH TO THE RIGHT, FIRES AT THE FIVE. DYSON GOES INTO THE ENDZONE UNTOUCHED. TOUCHDOWN! MCNAIR GIVES IT TO GEORGE UP THE MIDDLE. TOUCHDOWN! TITANS!>>GIVE IT TO HENRY. HE TURNS THE CORNER. DOWN THE SIDELINES. 10-5-ENDZONE! TOUCHDOWN, TITANS!>>AS PETERSON DROPS THE THROW, PETERSON SACKED. WITH THAT, I’LL TURN IT BACK OVER TO KIM. THANK YOU.>>THANKS, JANINE. AT THIS TIME, I THINK WE ARE BACK TO –>>DIRECTOR’S REPORT.>>THANK YOU FOR YOUR PATIENCE IN THE SCHEDULING CHANGE. LAST NIGHT WE HAD A SPECIAL OPPORTUNITY TO HONOR AND CELEBRATE THE LIFE AND LEGENDARY CAREER OF OUR OWN COACH TIM TOTALS. FULFILLMENTS. FULZ. HE WAS A FOUNDING MEMBER OF THE COMMITTEE. THEY HAD A DESCRIPTION AROUND THE DOCUMENTARY, MR. TEMPLE AND THE TIGER BELLS. IT WAS VERY SPECIAL TO SEE THE WORK THAT’S GONE INTO THIS. I THINK COACH TEMPLE WOULD HAVE LOVED EVERY MINUTE OF IT. IF YOU HAVE THE OPPORTUNITY TO SEE IT, GO SEE IT. THE WHOLE DOCUMENTARY TEAM REALLY DID A FANTASTIC JOB. NEXT, I WANT TO SPEND TIME LOOKING AT OUR BUDGET. IT’S BUDGET SEASON. WE HAVE A NEW BUDGET ANALYST HERE WITH US THIS MORNING. YOMI, IF YOU WOULD STAND? HE WILL BE WORKING WITH US. BRANDON HESSE HAS BEEN OUR ANALYST FOR SEVERAL YEARS. I THINK MOST OF YOU, HOPEFULLY ALL OF YOU HAVE MET HIM THREE THE YEARS, BUT WE ARE LOOKING FORWARD TO WORKING WITH YOMI. WE HAVE A LOT TO TALK ABOUT. THIS IS PURELY AN UPDATE. WE ARE NOT REQUESTING ACTION FROM THE BOARD. BEHIND TAP THREE YOU SEE THE METRO FY19 CALENDAR. MOST OF YOU KNOW THE SPORTS AUTHORITY MEETING WITH MAYOR BRILEY IS SCHEDULED FOR 2:00 P.M. NEXT WEDNESDAY IN THE MAYOR’S MEDIA ROOM IN THE COURTHOUSE. SOME OF YOU HAVE LET ME KNOW YOU WILL BE ABLE TO ATTEND. WE ALWAYS APPRECIATE THAT SUPPORT. ALSO IN YOUR PACKET BEHIND PACK THREE YOU WILL FIND OUR OPERATING BUDGET. THE FIRST COUPLE OF PAGES ADDRESS THE CURRENT YEAR BUDGET, 851. WE HAVE HAD MULTIPLE CONVERSATIONS WITH METRO FINANCE OVER THE LAST SEVERAL WEEKS LOOKING AT BUDGET PROJECTIONS. WE EXPECT TO FINISH THIS FISCAL YEAR WITH A LOW BUDGET. SECOND PAGE YOU FIND THE MOST RECENT BUDGET ACCOUNTABILITY REPORT WITH YEAR-TO-DATE ACTUALS. IF YOU HAVE QUESTIONS ABOUT THE CURRENT BUDGET?>>IT’S 2:00 TO 2:15. WE CAN SEND OUT ANOTHER REMINDER. LOOKING AT THE FY19 BUDGET, BACK FOR FY17 AND 18, THE ADMINISTRATION LOOKED FOR WAYS TO PROVIDE BUDGET IMPROVEMENTS TO THE METRO DEPARTMENTS. THIS YEAR, WE ARE FOCUSED ON MAINTAINING A SOLID FINANCIAL FOUNDATION. AS A RESULT, THE DEPARTMENT HAS BEEN ASKED TO PREPARE BUDGET MODIFICATIONS AND REQUESTS LIKE THEY HAVE IN THE PAST, BUT WE ARE WORK WITHING THE BUDGET OFFICE TO IDENTIFY ANY MANDATORY BUDGETARY REQUIREMENTS. SAY WE ARE OPENING A NEW BUILDING, OR IF THERE ARE SPECIFIC REGULATORY REQUIREMENTS THAT WOULD NECESSITATE A BUDGET INCREASE, THEN THE FINANCE DEPARTMENT WILL CONSIDER THOSE ON A CASE BY CASE OR DEPARTMENT BASIS. DEVELOPMENTAL PROGRAMS AND SERVICES, THEY WON’T BE EXPANDING THOSE THIS YEAR, BUT THEY ARE LOOKING TO SEE HOW THEY CAN USE EXISTING RESOURCES MORE EFFECTIVELY. HAVING SAID ALL OF THAT, OUR PROJECTED FY19 BUDGET IS FLAT. IT WILL CONTINUE AT 8591. IT IS LIKELY THAT THE FINANCE DEPARTMENT WILL NEED TO UPDATE OUR INSURANCE COSTS AND THAT MIGHT RAISE THE BUDGET. THEY’LL LOOK AT THOSE AND INFORM US. , PROBABLY THE END OF APRIL. ANY QUESTIONS ABOUT OUR OPERATING BUDGET?>>WHAT IS THE “OTHER” EXPENSE CATEGORY?>>IF YOU LOOK AT THE LAST PAGE — I BELIEVE IT’S THE LAST PAGE. PAGE FIVE? SIX. YOU CAN SEE THE BREAKOUT OF ALL OTHER EXPENSES. LOOKING AT THE BUDGET IMPROVEMENT, WE HAVE MADE ENTRIES FOR $225 MILLION AND THERE IS ANOTHER FOR STADIUM INFRASTRUCTURE THAT YOU ARE ALL AWARE OF. WE ARE HAVING CONVERSATIONS IN TERMS OF THE ARENA CAPITAL THAT MIGHT NEED TO BE PLUGGED IN THERE AS WELL. WE’LL CONTINUE TO HOW WE LOOK AT THE PREDATORS AND BEST SUBMIT THOSE. ANY QUESTIONS ABOUT CAPITAL?>>I HAVE A BRIEF QUESTION. I’M WITH THE SOCCER FACILITY. WHAT IS THE AVERAGE CAPACITY OF SOCCER STADIUMS IN OTHER CITIES?>>WHAT IS THE AVERAGE COST?>>PEOPLE.>>THIS IS 27.5 CAPACITY. WHAT IS THE RANGE?>>SOME OF THE SMALLER STADIUMS ARE UNDER 20,000 THAT WERE BUILT 20 YEARS AGO TO MANY OF THE TEAMS PLAYING IN NFL STADIUMS WITH 60 OR 70,000 SEATS.>>THANK YOU.>>SO THAT CONCLUDES MY UPDATE FOR THE BUDGET IF THERE R AREN’T ANY OTHER QUESTIONS. THE OTHER ITEM OF NOTE THAT I WANTED TO MENTION, AND WE HAVE BEEN TALKING ABOUT THIS PERIODICALLY FOR THE LAST YEAR IS THE RFP FOR PARKING MANAGEMENT OF THE SPORTS AUTHORITY CONTROLLED NISSAN STADIUM. WE HAVE SUBMITTED A SCOPE OF WORK TO METRO PROCUREMENT. THEY HAVE THE INFORMATION WE HOPE TO RECEIVE NEXT STEPS FROM THEM SOON, AND SO WELL CONTINUE TO WORK ON THE FINAL PIECES THAT WE NEED TO GET THAT OUT AND ON THE STREET AND THEN WE’LL CONTINUE TO PROVIDE UPDATES TO THE BOARD. ANY QUESTIONS? THAT CONCLUDES MY REPORT.>>THANK YOU, MONICA. NEXT UP ON OUR AGENDA IS CONSIDERATION OF THE ROCK ‘N’ ROLL MARATHON LICENSE AGREEMENT. I THINK YOU ARE ALSO GOING TO TAKE US THROUGH THAT.>>AS YOU KNOW, AND AS THE TIMES MENTIONED, APRIL 28TH AND 29TH, THE R ROCK ‘N’ ROLL MARATHON FORMERLY THE NASHVILLE MARATHON WILL BE HERE IN NASHVILLE. IN THE DAYS LEADING UP TO THE RACE, THERE IS A HEALTH EXPO. THERE ARE VOLUNTEERS AND PARKING NEEDS. YOU HAVE A LIST — I THINK, IN FRONT OF YOU, HOW THE LOTS WILL BE USED. EACH YEAR COMPETITIVE GROUP RENTS THE PARKING LOT AT A COST OF $10,000. YOU HAVE A LICENSE AGREEMENT IN FRONT OF YOU. KEITH AND KAREN ARE HERE, AND KIM. I DIDN’T MEET KIM. THANK YOU FOR BEING HERE. THEY ARE ALSO AVAILABLE TO ANSWER ANY QUESTIONS. LAST YEAR YOU APPROVED A SIMILAR LICENSE AGREEMENT FOR A COUPLE OF CHANGES MADE SINCE THE DOCUMENT WAS E-MAILED TO YOU ON FRIDAY. YOU CAN LOOK AT THAT, BUT IF YOU HAVE SPECIFIC QUESTIONS ABOUT THE RACE, THEN WE DO HAVE COMPETITOR GROUP HERE TO ANSWER THAT, OR IF YOU HAVE SPECIFIC QUESTIONS ABOUT THE LICENSE AGREEMENT, THEN WE CAN ANSWER THOSE TOO.>>THE AGREEMENT WE PASSED FOR THE PREVIOUS YE YEARS SIMILAR?>>IT IS VERY SIMILAR, YES.>>I MOVE APPROVAL.>>SECOND FOR APPROVAL OF THE 2018 ROCK ‘N’ ROLL M MARATHON LICENSE AGREEMENT. ALL IN FAVOR SAY EYE. AYE. AYES HAVE IT. AGREEMENT IS APPROVED. THAT TAKES US TO OUR PROJECT MANAGER REPORT. I BELIEVE AT THIS TIME WE HAVE ED HINLY AND ROXANNE BETHUNE TO GIVE US AN UPDATE FROM THE PROJECT MANAGEMENT TEAM.>>GOOD MORNING, BOARD. GOOD MORNING, EVERYONE HERE. I WANT TO TALK ABOUT OUR PROJECT. I WANT TO GIVE A BIG THANK YOU FOR ALLOWING US TO BE PART OF THE PRODUCT AND EXPRESS OUR TEAM TO DO THAT FOR YOU. I WANT TO THANK THE TITANS THAT WERE FANTASTIC TO WORK WITH AS WELL AS THE OTHER TEAM MEMBERS PART OF THE PROJECT. TITANS DID A GREAT JOB GETTING US READY FOR THE ORGANIZATION. I WANT TO REVIEW WHAT WE DID HERE AT THE FACILITY. IT’S BEEN A WHILE SINCE I PRESENTED TO YOU ALL. I WANT TO START OFF WITH A RECAP OF WHAT ENDED UP BEING THREE PHASES OF THE PROJECT. I WANT TO TALK ABOUT THE PROJECT BUDGET UPDATE AS WE FINALIZED EVERYTHING NOW. MISS BETHUNE WHO IS HERE WITH ME WILL GIVE A PROJECT UPDATE TO SHOW WHERE WE SHOOK OUT END OF THE PROMPT. I’M SURE YOU WILL BE EXCITED WHERE WE ARE, BUT I’M NOT STEALING TOO MUCH OF THE THUNDER. WE INITIALLY STARTED THE PROJECT THINKING WE WOULD DO TWO BIG CHUNKS OF WORK, REPLACEMENT OF THE SEATS FOR THE STADIUM, 60,000 PLUS SEATS AS WELL AS A LOT OF IMPROVEMENTS AND REPAIRS TO THE EXPANSION JOINTS AND ANY TYPE OF WATER INTRUSION PROBLEMS WE WERE HAVING. WE WENT THROUGH THREE PHASES BECAUSE WE WERE ABLE TO CONTINUALLY HAVE FUNDS LEFT AS WE FINISHED THE PREVIOUS PHASE. SECOND, WE DECIDED TO ADDRESS THE CLUB LEVEL, CEILING AND CAULKING, SOME OF THE INTRUSION AREAS IN A NEWER SCOPE THAN WE ORIGINALLY FOCUSED ON. THERE WERE EXPANSION JOINTS THAT RAN THROUGHOUT THE FACILITY ENGAGING THE PUBLIC MAKING SURE THEY WERE SAFER AS WE ADDRESSED THE CONCRETE ISSUES. PHASE THREE, WE HAD ADDITIONAL FUNDS LEFT AFTER WE COMPLETED PHASE TWO, A WONDERFUL POSITION TO BE IN. AGAIN, MORE SENTENCE I JOINT REPAIRS TO EXTEND THE LIFE OF SOME OF THE MATERIALS IN PLACE. THIS WAS DONE AT THE WEST CLUB LEVEL. WE WORKED OUR WAVE AROUND THE FACILITY ADDRESSING WHAT SEEMED TO BE THE MOST SEVERE ISSUES AT THE TIME. OUR SCHEDULE FOR THOSE PROJECTS SPANNED FROM OCTOBER 2015 THROUGH OCTOBER 2017 FOR PROCUREMENT, ENGINEERING, DESIGN, AS WELL AS CONSTRUCTION. THIS PERIOD COINCIDED WITH SOME OF THE TITAN’S GREAT PLAY. I DON’T KNOW IF THAT WAS A COINCIDENCE OR NOT, BUT EVER SINCE WE GOT INVOLVE, TITANS HAVE BEEN DOING GREAT. HOPEFULLY THAT CONTINUES ON IN THE FACILITY. IN OCTOBER, WE COMPLETE THE PROJECT CLOSE OUT. WE HAVE THE LIEN WAIVERS WE HAD ONSITE AND WE WERE ABLE TO CLOSE OUT ACCOUNTING. TOTAL BUDGET FOR THE PROJECT WAS $15 MILLION. IF YOU TURN TO THE NEXT PAGE WITH ME, I’LL WALKTHROUGH HOW WE SPENT THE FUNDS AND WHERE WE ENDED. THE FIRST SECTION IN USES, I’LL WALKTHROUGH THE CHART TALKS ABOUT THE THREE PHASES I TALKED ABOUT PREVIOUSLY. YOU WILL SEE WHERE WE SPENT $13.68 MILLION DIRECT COST IN FA FACILITY WORK AS WE MADE OUR WAY THROUGH THOSE TWO YEARS. NEXT, YOU WILL SEE THE SPORTS AUTHORITY INVOICE COMMITMENT. PRIOR TO OUR TEAM BEING ENGAGED, THERE WAS WORK DONE BY THE TITLETITANS THAT THEY ASSESSED REPAIRS TO BE AT THE TIME. THAT WASD WAS COVERED IN THE BU. YOU SEE IN THE DESIGN AND ENGINEERING SECTION, AS WE WENT THROUGH THE PHASE, THEY SPENT ADDITIONAL FUNDS FOR THAT. WE TRACKED THAT THROUGHOUT THE BUDGET AS INDIVIDUAL PHASES. FINALLY, PROJECT MANAGEMENT RELATED EXPENSES COVERED OUR PROJECT MANAGEMENT TEAM, ALSO COVERED THE SPORTS AUTHORITY PORTION OF THE NISSAN STADIUM FACILITY ASSESSMENT. THAT WAS COVERED IN THIS BUDGET AS WELL. ALSO, MATERIAL INSPECTIONS, INTERESTING STORY ABOUT THAT. SOMETHING WRAPPED INTO THE NUMBERS WE DON’T REALLY SEE, BUT WE WERE ABLE TO GET ABOUT TWO DOZEN TSU STUDENTS COME OUT TO DO THE INSPECTION. 60,000 SEATS WE SAT IN, FLIPPED THEM UP, MADE SURE THEY WERE INSTALLED. THERE WERE EVENTS TAKING PLACE, AND WE PHASED IN THE SEATS DONE AND OPEN TO THE PUBLIC, SO IT WAS A GREAT OPPORTUNITY TO HAVE THE TSU STUDENTS WALK AROUND THE FFACILITY, SEE WHAT WE WERE DOING. OUR TEAM WAS OUT THERE WITH THEM. WE ENJOYED THE EXPERIENCE QUITE A BIT. IF THERE ARE NO QUESTIONS ABOUT THE BUDGET, I WOULD LIKE TO TURN IT OVER TO ROXANNE SO SHE CAN DISCUSS THE DBE PARTICIPATION. YES, SIR?>>I HAVE A QUESTION ABOUT THE MAINTENANCE GOING FORWARD?>>OUT OF THE FACILITY ASSESSMENT, PART OF THAT WAS INCORPORATED TO A MAJOR REPORT I WAS NOT PART OF. I DON’T KNOW IF ANYONE ELSE WANTS TO SPEAK TO THAT, BUT I WAS NOT PART OF PUSHING THE REPORT FINAL RECOMMENDATION THROUGH.>>AS THE FACILITY CONTINUES TO AGE, THINGS WILL COME UP.>>ABSOLUTELY. WITH THE FACILITY BEING 20 PLUS YEARS OLD, AS WE GO FORWARD, THINGS WOULD HAVE BEEN RECOMMENDED MAINTENANCE ALONG THE WAY DIDN’T OCCUR. WE HAD THE OPPORTUNITY TO DO IT NOW, PUT THE FACILITY IN A GREAT PLACE. AS WE WRAP UP THE EVENTS WE HAVE HERE, IT’S IMPORTANT TO KEEP THEM IN MIND FOR THE SPORTS AUTHORITY.>>YES?>>I THINK I RECALL THE EXPANSION JOINTS. DID YOU RUN OUT OF MONEY BEFORE THEY WERE ALL REPAIRED?>>CORRECT. THERE ARE A FEW EXPANSION JOINTS THAT ARE STILL IN NEED OF REPAIR. IN 234 NEED OF REPAIR MEANS THEE EXPECTANCY PASSED. AT THE TIME WE ADDRESSED THE MOST SEVERE. THERE ARE A FEW THAT NEED TO BE ADDRESSED THAT WE’LL PUT AT THE FRONT OF THE LIST IN TERMS OF AREAS WHERE NEW FUNDS WOULD GO FOR THE FACILITY. IT’S A GOOD POINT AND QUESTION. ANY OTHERS. MISS BETHUNE?>>GOOD MORNING. THANK YOU GUYS FOR HAVING US. YOU ALL HAVE A COPY OF THE DBE REPORT. I’M GOING TO DO IT BRIEF AND IF THERE ARE QUESTIONS, BY ALL MEANS ASK. WE ARE EXCITED ABOUT BEING ABLE TO SHARE WITH YOU GUYS HOW WE WERE ABLE TO ACCOMPLISH AND EXCEED THE DIVERSITY GOAL. WE SAID IT WAS 20%. WE ACHIEVED 27% SMALL, 4.3 WAS WOMEN AND 2.64 WAS MINORITY. I LIKE TO ECHO THE SENTIMENT TO THANK THE TITAN TEAM. IN ORDER FOR US TO ACHIEVE THOSE AND BECOME SUCCESSFUL, WE NEED IT FROM THE TOP. BOB WAS INSTRUMENTAL IN GETTING US THERE. SO WAS OUR CONSTRUCTION MANAGER, PBG. THEY HELPED US. THEY WERE COMMITTED TO DIVERSITY PARTICIPATION WHICH IS WHY WE CURRENTLY EXCEEDED THAT. WE ARE EXCITED ABOUT THAT. ARE THERE ANY OTHER QUESTIONS?>>I’M CURIOUS AS TO HOW THE ETHNIC MAKEUP AFFECTS OUR COMMUNITY? I’M NOT TALKING ABOUT SMALL BUSINESS, JUST ETHNIC.>>IT’S IN LINE WITH PROJECTS DETERMINED ON THE PROJECT BASIS DEPENDING ON SCOPE AND AVAILABILITY. AS IT RELATES TO WHAT WE HAVE DONE FOR THE TITANS, WE GOT OUR TEAM TO PULL A MINORITY CONTRACTOR OUT OF THE AREA BECAUSE WE NEEDED SOMEONE THAT HAD THAT EXPERIENCE THAT COULD DO THE SEATS IN THE EXPANSION JOINTS WHERE WE DID EMBRACE OUR DIVERSITY BUSINESS IS LOOKING AT THE ASPECT OF IT. BECAUSE OF THE SCOPE AS ITS RELATES TO WHAT WE WERE DOING, IT LIMITED OUR REACH FOR THE MINORITY PARTICIPATION.>>WHAT PERCENTAGE OF THE NUMBERS ARE LABOR?>>I CAN TELL YOU THAT. HOLD ON A MINUTE. I THINK IT IS — GIVE ME A SECOND. 5%. 5.6% OF THE NUMBER WAS LABOR. ANY OTHER QUESTIONS? THANK YOU, GUYS. WE APPRECIATE IT.>>I THINK THAT THIS IS THE BULK OF OUR AGENDA.>>SKA. IS THAT SOMEONE THAT YOU SOUGHT OUT TO WORK WITH OR THEY WERE ALREADY WORKING HERE?>>THE SECOND PART IS CORRECT. THEY WERE HERE AT THE STADIUM. THEY WERE ENGAGED BY THE TITANS. MANY OF YOU HERE KNOW SOME OF THE ISSUES WERE PRESENT PRIOR TO US JOINING. SKA WAS SET TO ASSESS THE ISSUES. SOME OF THE EARLY, MUCH MORE COST EFFECTIVE AND SMALLER DOLLAR FIXES THEY WERE ENGAGED ON. BECAUSE OF THE COMPLETE KNOWLEDGE OF IF FACILITY, WE ABSORBED THEM AND KEPT GOING. THEY WERE GREAT TO WORK WITH BUT THEY WERE HERE BEFORE WE WERE WHICH ALLOWED US TO MOVE AT THE PACE WE DID TO GET THESE THINGS DONE.>>I THOUGHT THAT WAS RIGHT. AND COMMONWEALTH DEVELOPMENT?>>OUR TEAM IS MADE UP OF THREE FIRMS. OUR FIRM DEVELOPMENT IS A MINORITY OWNED BUSINESS ENERGY. MISS BETHUNE’S BUSINESS IS A WOMAN OWNED MAKEUP ENTITY. THAT’S THE MAJORITY OF OUR DOLLARS. WE LIKE THE QUESTIONS.>>THIS MOVES US ON TO THE FACILITY QUESTIONS IF THE BOARD HAS ANY ADDITIONAL QUESTIONS FOR OUR OTHER PARTNERS AND OUR FRIENDS AT BRIDGE STONE ARENA? OUR REPORTS ALWAYS INCLUDE INFORMATION AND UPDATES FROM THE FACILITY. HOPEFULLY, EVERYONE HAS HAD AN OPPORTUNITY TO REVIEW. AT THIS TIME, WE’LL ENTERTAIN ADDITIONAL QUESTIONS. SEEING NONE, WE WILL WRAP UP TODAY’S AGENDA. MONICA, DO WE HAVE A FINANCE COMMITTEE MEETING DATE?>>WE ARE SCHEDULING THE FINANCE COMMITTEE SECOND WEEK IN APRIL, PROBABLY THE 11TH OR 12TH WE ARE WAITING FOR A COUPLE OF PEOPLE TO CONFIRM WHEN THEY CAN ATTEND.>>SO WE’LL HAVE — LOOKS LIKE A FINANCE COMMITTEE WEEK BEFORE THE NEXT COORDINATING?>>THAT’S CORRECT.>>WE ARE SCHEDULED TO COME BACK AND RECONVENE APRIL 19TH, FIRST TENNESSEE PARK, 10:30 ON THURSDAY. IF THERE ARE NO OTHER BUSINESS, WE’LL ENTERTAIN A MOTION TO ADJOURN.>>SO MOVED.>>THANK YOU, WE ARE ADJOURNED.
